its because in gen 4 they started moving away from being a monster catching rpg to being more vgc focused so learnsets started making less sense for the sake of having big numbers, in heracross's case its especially bad because he gets brick break at such a low level.
in gen 2 a low level heracross (any wild one) would use horn attack, which makes sense for the single horn pokemon, back then they prioritized world building and realism.
gen 4 onwards is when they really ramped up the nonsense movebloat
if you want an actually canonical idea of how a pokemon fights, look at its gen 1 or 2 learnset, sometimes even 3.
heracross learns brick break by levelup in gen 4, which means a wild heracross, instead of using its natural weapon, the HUGE HORN, it uses its scrawny arms as its most powerful attack
inb4 "megahorn doe!!" thats at level 55, which no wild heracross is. meaning only a well trained and domesticated heracross ACTUALLY USES ITS HORN AS A WEAPON.
a regular player playing the game will opt to use brick break over horn attack for heracross, it makes no sense.
they started doing retarded shit that makes no sense just because "its good", like giving pinsir x-scissor, how tf does pinsir slash in an X? can his horns bend like arms now? this is what i think bred this new generation of retarded pokemon fans who dont think about consistent world building and just want stab on everything because it gives a higher number
