An item or move won't be enough unless it's laughably busted. Arbok has a great ability and movepool and a servicible typing. What it needs is just raw stats. You get that either with just a flat out buff(preferably to it's HP stat so it can fill and incineroar-esque role). Alternatively an evolution would boost it's stats and possibly give it a dark or dragon typing for more resistances. However an evo risks fucking it up with a stupid design, so I'd prefer just a stat boost.Frankly they just need to overhaul the entire dex's stats. I'd probably start fresh with a new stat system entirely to rebalance everything.
