You build some amenities like a pokecenter and stuff, maybe put down some chests with resources that you'd like residents to use to fit a theme, make some paths and maybe some plots, and your own house of course, usually a gym too, things like that. Then people move in and make their own house there. I've seen a lot of pre-fab towns in the past, where the mayor makes a bunch of homes for people to move in to, but they're always ghost towns. People want to make their own home.

>>59280302it's basically the meta strat for it, but if multiple people are trying to get the title then you'll have to compete with them and then it relies on stats like how many times you did it, do keep in mind that doing it multiple time during the same event or with someone else's chezetta does not get you more points, it's once per eventin a normal playthrough it wouldn't matter much but if you really want the title in a competitive environment the defining factor is to not miss any event because otherwise the other players will get a head start and you'll never be able to catch up since /vp/ixelmon has no built-in catch up mechanics for this system
