What were they thinking when selecting the moves it'd learn via leveling?

You can just slap Surf on your Water starter and literally NOT have a problem with the rest of the game, and Surf is always midgame. In Feraligatr's case it can use Surf but Waterfall is still accessible too so it's not that much of a downgrade
