Part of the reason Rockstar can justify GTA's budget is because of shark cards and the mass amounts of money that this form of microtransaction brings after release. Pokemon's DLC doesn't bring in comparable revenue. Also, Pokemon games partly serve as a marketing tool for the merchandise, so from TPC's perspective, it's probably felt as long as GF does just enough to push the new/popular Pokemon in the games, the merchandise will sell, so increasing the budget of the games wouldn't result in a big enough increase in profits to justify such a move. No way Nintendo and TPC haven't repeatedly crunched the numbers to figure out how to maximize Pokemon's profit while minimizing costs.

Lots of side activities, every single one from all pokemon games from contests to the battle frontier are present. Live service updates bring cooperative story missions like heists where you learn what your favorite Pokemon characters have been up to in the main timeline, along with new locations and activities. Pokedollars are significantly harder to obtain, and can be used to purchase hidden bases, clothes, certain pokemon, clothes for your pokemon, etc. A Lopunny strip club here and there. All propped up by $99.99 Sharpedo cards.

There's no way in hell Nintendo would allow Game Freak to work on a single Pokemon game for over ten years, even if it would end up being the greatest Pokemon game of all time
