All the students know that the tsuchinoko is fake, the teachers know that the tsuchinoko is fake but the whole thing is just a sort of ironic excuse to go outside and touch grass, the tsuchinoko thing is just the cherry on top "Oh maybe we're going to get that legendary animal?", it's a funny bit, this Pokemon is supposed to be a funny childhood memory for japanese people, what is more rare than a regular tsuchinoko? Oh why not a tsuchinoko with MULTIPLE segments? The joke is that it's kinda like going out to find a four-leaf clover (Dunsparce) and then you find a FIVE-leaf clover which is even rarer (Dudunsparce). The evolution was never supposed to "le cool dragon" that westerners imagined it, that was a shallow interpretation.
