The reason that not all dragon pokemon are dragon type is because dragon type is one of those forced bullshit scientific categories like "berry". In common use, "berry" refers to small, round fruits that typically grow on bushes. While in botanical use "berry" means something so completely diffrent that it includes bananas but excludes strawberries in some completely arbitray bid at giving the word botanical legitimacy. Similarly, "dragon" is a term used for centuries before any formal science existed to refer to any pokemon what looks and acts like a dragon (like gyrados), but dragon type pokemon are pokemon that have been proven to mean some arbitrary standard of what a dragon is scientifically
