Volo is much, much better for Physical Ghost, but if you don't have him or just don't want to use him, I think Arezu is pretty good. Despite not being the most recent event, Hoenn Summer was so good that Tate and Liza were rated to have the best tier jump forward with their EX roles, together with the other well designed pair Holiday Jasmine. Variety and Special Costumes EXR can't come soon enough.
