I've not played it, but I know that various versions are very different from one another. For some reason the NA and JP version has different handling and traction.

stylistically I think it's meant to be Capcom's answer to Ridge Racer.

I played the US version and I thought the controls were actually very interesting. You kinda tap left and right to lock your car into various turning angles

sadly the handling sucks ass in both versions and it feels like the tracks are not made for either of them. I really want to like this game but the fundamentals are just horrible.
Reminds me of NFS 2015, everything about that game is great other than the handling (well and the cutscenes) but if it's not fun to drive it doesn't matter.

The only other car game with a toon shader is GT Cube and its sequel GT Pro.
Which are basically clones of Auto Modellista, down to the UI.

I heard about how badly this actually feels to play, for like 20 years. I FINALLY, randomly decided to give it a try a couple weeks ago, and it's just as bad as people say. It's straight unplayable even, which is weird coming from Capcom, and also a shame because it looks so appealing otherwise.

Its beautiful to look at but handles like shit. The worst racer you'll ever play thanks to the fucked up controls.
You could spend 2 hours adjusting the car and it would still handle like shit.

They tried to improve it with a special version (I think for the GC?) Where they adjusted it but it still handles terribly

Some opponents in US Tuned are much faster than their counterparts in the original release, but the AI gets fucked by the handling and physics just as much as the player so it neutralizes the intended difficulty boost.
