Almost no one at Capcom knew how to make 3D games back then, their most well known ones at the time either used tank controls or were still locked to a 2D plane. The DMC team and Clover Studios were the only ones that actually got it right.

PS2 was something of a golden age of experimental twin stick controls since it was the first console to have it as a standard feature. It's what gave us Gigantic Drive and Katamari Damacy as well.
