it works pretty often because the AI doesn't seem to remember consistent unorthodox plays. it's pretty good about remembering what regular plays you run and being prepared for them, but doing silly stuff like punting on first down or making your QB scramble constantly really confuses it.

the NCAA football games had all the Division I-A teams, but only a partial list of the I-AA, at least on PS1. unfortunately both of my local teams were I-AA at the time, so I made one. The team creator suite is pretty limited, basically just name and colours and division.
I also checked out the NCAA March Madness games, and there's no team creator like in the Football games which is really lame. March Madness doesn't even have all the DivI teams from back then, or at least they didn't have my local squad despite them being DivI at the time.

I'm shocked they never bothered to make a MiLB game, the Minors have the same sort of fanbase as college football/basketball.

2002 is the last one to get anything new, with the 'Classic' mode that changes the gameplay and graphics to be like the old Genesis games. They kept making PS1 ports until 2005 I think but they were just roster updates of 2002 with nothing else changed. So, it depends on which roster/team ratings you like the most from 02-05.

2K had the same gameplay as their NFL titles so they /play/ better, but EA had a better Dynasty mode (NCAA version of Franchise mode) and EA had all the licenses for the various bowls and conferences and the like. 2K was missing some so they had generic fake ones to stand in. the 989 games sucked, and only existed to bait idiots into thinking it was the EA game.
so basically the rule of thumb was the same as with the NFL games: 2K for PvP, EA for single player.

the football games had SWAC, MEAC, and Ivy League to represent DivIAA. I get the feeling they only included them because of Ivy's importance to the history of the sport.

the numbers are play calls, to change the scrimmage formation (same as a ruck in rugby)
punts exist in rugby
passes exist in rugby (though not forward passes, just laterals)
dancing in the end zone is a penalty in college football, unsportsmanlike behaviour

the only real rule differences between the two football allows for a forward pass behind the line of scrimmage, and the play ends when the ball carrier is tackled. you remember that and the game makes sense.
