The native resolution in some arcade games is not made of square pixel. This happens also for horizontal titles. The game still has a correct aspect ratio when displayed on a CRT/in MAME. This allowed devs to make more detailled graphics.

Not true pixel art. Backgrounds were often drawn at larger resolutions as illustrations, then reduced, indexed, and touched up as pixel art. Many used tile-based construction so that repeating background elements could be memory-efficient. The final polish still required pixel-by-pixel cleanup, but the bulk started from larger artworks.

Mid 90's to early 00's SNK deserves all its accolades but there are a lot of other great stuff out there. Pretty much anything on the Capcom CPS2/3 looks incredible. 90's Irem is excellent before there talent was poached by SNK, In the Hunt, Undercover Cops, Gunforce 2, R-Type Leo and Ninja Baseball Batman are games you should check out. Late Konami stuff like Mystic Warrior and Violent Storm are top notch. For really underrated high quality pixel art check out the IGS PGM which is a bit of a successor system to the Neo Geo, there version of a Metal Slug like game >>12014397 is posted up here. There was also the SV-T an arcade system based on Saturn hardware, a lot of the best looking pixel Saturn games are ported from it, Cotton 2 and Hyperduel stand out.

Pretty Soldier Sailor Moon by Gazelle is one I'd like to spotlight.
