Game Over's exist to make you actually git gud at a game to achieve victory instead of just endlessly continuing until you can luck your way to the end. It's anti-quarter-feeding game design. Arcade ports to home consoles generally had the same design, not giving the player an 'insert coin' button but a specific amount of lives/continues/credits.

If you only have 3 lives by the time you reach 4-1, then you didn't git gud. And if you did git gud to have a stockpile going into 4-1, then 1-1 to 3-4 served as a warm-up.

I'm using save states of an infinite lives/continues cheat code and I don't care, either that or i'll drop it.
If only they had put a way to skip levels into the game to get around the problem of a lack of save files.
