GameCube kids were the next big wave of Sonic fans after the original ones. Makes sense that the PS2 wasn't a priority.

All Sonic games on PS2 were ports from Nintendo consoles.

It was a combination of the PS2 being weaker than Xbox/Gamecube, the games being built on Gamecube first, and Sonic Team having a harder time developing on it because of its weird architecture, and their lack of experience.

Sega had a PC division from the mid-90s, so once 2 consoles came out with desktop CPUs and they discontinued the Dreamcast, it was easy to move development to those systems. PS2 was a different story due to its complexity and unfamiliarity, and just being weaker in general. PS2 games functioned the best when the game was built from the ground up on the PS2 and then ported over to other consoles.
