It will run with no performance changes than if you played it with a HDD plugged in.The ability to install games on an HDD didn't even come until the NXE update with new avatars. And even when you could install games on an HDD with the new update, it was not a guarantee that a user would have an HDD because Microsoft would sell versions of the 360 that didn't include one, like the Arcade bundle.
