For me its Diddy Kong Racing 64

For adventure-racers it's either DKR or Crash, but for strict Go-Kart racing, nothing beats the Mario/Luigi/Royal circuits on Mario Kart 64. It also has the best multiplayer mode (Battle).
But with this kind of games it's more up to personal memories and attachment, the one you played as a kid is the "best of all time" (4u)

As I said, DKR and CTR expanded on the "adventure" element, but in strict go-kart circuit design, I think the Mario/Luigi/Royal ones are as good as they come.
The point on Battle Mode also still stands.
There's resons to like MK64 over the others.

Speaking of Speed Freaks, they're actually porting over the courses to CTR now. Only a few but I hope they do all the courses. I'd love to see Gran Turismo 1-2 tracks some day, as I'd love to see how a "serious" track plays in that engine.

Kart racers are high in the "arcade" kind of racing game, rather than simulation, but they're still racers. A good kart racer is easy for casual play, but has a high skill ceiling.

Make sure to play the PC version of Porsche Unleashed! That's the great one. The PSX version is actually bad.

NFS 4 High Stakes? PSX has better physics. The PC version is not bad though. You can even mod it with custom cars.

i guess but those boost mechanics are silly to the point of feeling like you're not even racing anymore. i'd rather focus on smooth lines and feel realistic weight and control than have to constantly drift/bunny hop to max my boost. there comes a point with these games where it's just not fun anymore, it's made to be casual.
