In fighting games there are no levels, you just fight guys over and over, its was just easy to make on a budget. The 80s were a time of unchecked creativity in arcade gaming. Every game was its own beast but 90s arcade gaming was full of shameless clones masquerading as "other games in the genre". Few 90s games make top 10 arcade game lists because thr 90s only has a few good games. The industry was actually just dying. Its a lot like whats happening now with consoles but consoles held on longer.

I'll just give my favorite from each genre.>Top run n gun game:Escape From The Planet of the Robot Monsters.Isometric run-n-gun with a Z axis, cover, and ducking, where you can destroy pretty much everything you see.>Top racing game:San Francisco Rush: The RockClosest the arcades ever had to a Gran Turismo game in terms of physics and realism, and the maps are full of hidden shortcuts to discover.>Top light gun game:Police TrainerMore of a collection of mini-games, but it actually does a good job of helping you practice your shooting skills and reflexes. You can't just coin-feed your way to the end either.>Top platformer game:Wonder Boy In Monster LandAction/RPG hybrid, the final level is some grade-A bullshit but the rest of the game is fun once you get the hang of your short attack range.>Top shoot em up game:Dragon BlazeYou ride a dragon that you can separate from and have as a 2nd shooter, giving the game a bit more complexity than the genre usually has.>Top beat em up game:AD&D:Shadows of MystaraBranching paths, inventory system, hidden things to find, there's a lot more here to play with than in your average beat em up.>Top puzzle game:Magical Drop 2 or 3Enjoyable enough for beginners, and can be as high speed and chaotic as needed for the experienced players. Both are fun, so I can't decide.>Top sports game:Prop CycleYou get a workout while flying around 3D worlds and popping balloons on a flying bicycle with wings.>Top role playing game:Gauntlet Dark LegacyA rare example of an arcade game that requires you to save your progress with the keypad system, since you will never get close to the end otherwise.>Top action game:The OutfoxiesLike Super Smash Bros, but with heavy emphasis on finding and using weapons since direct combat is painfully simple. Unique environments that change over the course of the battle and destructible walls and floor in at least half the arenas.

Arcade games are cool but the loop based gameplay gets old fast. When you have an arcade machine in your home, and you actually can put all the time you want into them... youll find yourself going back to playing super metroid, mario 64, or oot or games like that far more often.
