Guy you're replying to is either misinformed or misspoke. Games that don't require the Expansion Pak may offer a hi-res mode if the game supports that feature and detects the pak. But it's true that it doesn't do anything for games that don't explicitly have code for it e.g. it's not going to give you any sort of boost in Mario 64, no framerate or resolution bump at all

N64 hi-res mode fucking sucks. It's interlaced (for all games I think?) and it absolutely kills the framerate.

Why would it require the expansion pack to do interlacing if it renders about the same resolution every frame?
I remember it making games looks sharper all around unlike games a few years later on the ps2 that looked like ass and jagged as hell when they were interlaced.
Both on the same screen by the way so there was no difference other than the hardware of the console.

Standard N64 game had resolution of 320x240. "High" resolution mode is 640x480, which takes 4 times as much space in framebuffer. Some PS2 games used a trick, to instead draw 640x240 fields to conserve memory, but game needed to run at stable framerate 30 or 60 FPS, which probably wasn't an option on N64, where games ofter ran at unstable 24 FPS.

It DEPENDS on the game sometimes the expansion pak gives you better framerate. To say it lowers framerate for all games is just not true. It enhanced the gamer experience..

Too bad about the frame rate but interlacing is just a minor issue on a TV. The increase in image quality was substantial.
6th gen games also usually ran in 480i and looked OK most of the time, certainly better than what came before. Exceptions are mostly PS2 games using field rendering.
Some games also had high res modes that just increased horizontal resolution without interlacing at all.
