Shodai Nekketsu Koha Kunio-kun. It is semi-open world, has generic NPCs walking all around, arcade where you can play on a machine, you can go into some random pointless rooms. The whole thing is pretty barebones though

Key word there being "meant". I dunno to what degree those are even good games.

3 and Vice lack details that make them feel like living and breathing worlds. San Andreas gets closer but still lacks a certain something. Maybe because it's still a phony world even if it's based on something real.
