This games lets you travel across magical medieval Nippon
Shodai Nekketsu Koha Kunio-kun. It is semi-open world, has generic NPCs walking all around, arcade where you can play on a machine, you can go into some random pointless rooms. The whole thing is pretty barebones though

i don't think its fair at all to say gta worlds compare to yakuza or shenmue. they don't have anything close to the same goals. I think everyone in this thread missed the assignment. But I can't really think of anything outside of yakuza and shenmue too

The True Crime games, and I believe the Getaway were meant to be accurate to the actual cities.Key word there being "meant". I dunno to what degree those are even good games.
Scarface on ps2 does a way better Miami than Vice City.
