Are these two Resident Evil games worth playing, or are they truly bad and I should skip them?

The hookshot is annoying, as is dropping and picking things off the floor. The partner system is sort of irrelevant since you'll be using one character to clear an area then follow them with the other character (NEVER use both characters at once)
Eliminators are one of the most annoying enemies in video game history
On the other hand CV has dull looking 3D backgrounds, steve, the poison moth hallway, poison hunters, bandersnatches and their offscreen attacks, way too much backtracking, a place where you can softlock yourself if not careful (keep multiple saves) and goofy wesker

Yes, of course.

They are not the most popular titles within the classic RE games but they're absolutely worth playing. Just keep in mind they have some flaws that make not as enjoyable to you as RE 1-3:

Code Veronica is way too long for a classic Resident Evil title and includes a lot of backtracking (you'll feel it overstays its welcome probably by the midgame). Plus it has some sections that can trip you up during a first playthrough, namely it has some screens with unlimited enemy spawns that you might not expect and make you waste ammo, and one infamous part where you could miss picking up a grenade launcher right before triggering a point of no return and end up being forced to fight a hard boss shortly after without it (Thankfully even if you miss it you can still kill it, even with the knife if you feel like cheesing it. And afterwards you can go back and pick the GL up).
And Zero lacks item boxes (which implies extra backtracking) and has some enemies which can be very annoying to deal with if you don't have the weapons or ammo that kills them most effectively.
Also you might find both games' plot to be rather underwhelming, sans some latter pars in CV.

My advice if you decide to play them is:
1) Keep more than one save, and alternate between then when using an ink ribbon, so that if you're so unlucky you end up stuck/softlocking yourself for some reason you don't have to redo the entire run.
2) In RE0's case, if you don't mind the extra effort I personally recommend choosing a few SAFE (no enemies) screens during your playthrough and taking the time and move and left all the items you're not planning to carry at the moment on the floor, so you don't have to remember their location otherwise. It's also better because you can more easily keep track of your supplies.

Anyway, I hope this helps.

I think it should be clarified that "being worse than other classic Resident Evils" doesn't necessarily equal "bad game". The classic REs are easily some of the best survival horrors ever, there's hundreds of worse games.

CV, no its campy in a bad way, super long in a bad way and also lacks a lot of the interconnectivity that makes exploration in this games enjoyable. They were both heavily outsourced and it shows. No one with any talent or vision wanted to work on these games anymore after RE1 and 2 did everything that could be done with the formula.
