The only who is using the "is a cruel trainer" is the rocket grunt since they use whips no matter the pokemon, even something weak and common.

If it was actually supposed to represent levitation they easily could've just changed the art. By the way, I've never heard the idea that Erika was supposed to be a psychic trainer - there is a theory that she was a ghost boss, because her dress is folded the wrong way. But I think that's still a theory that has never been proved.
