It was from the franchise's beginnings that you were taming wild animals. Like a circus animal tamer. That's why more than half of the sprites aren't actually "evil" characters: the whip more implies they're using stronger and harder to control pokemon. It's why the Elite Trainers (renamed as Cool Trainers) and Fierce Beast User (renamed as Tamer) have them. The only who is using the "is a cruel trainer" is the rocket grunt since they use whips no matter the pokemon, even something weak and common.

Post-WW2 Japan had strict laws against weapon owning/carrying but whips were a loophole. Sugimori grew up during the height of whip usage in Japan and that reflected in his work on Pokemon. During an interview once, he said the only thing more fun than bug catching and battling after school was getting together with his friends and whipping the dogshit out of the Korean exchange student kid.

She's just throwing it. If you look in the OP image you can see that the artists drew the trainers to look like they are in motion a lot of the time. If it was actually supposed to represent levitation they easily could've just changed the art. By the way, I've never heard the idea that Erika was supposed to be a psychic trainer - there is a theory that she was a ghost boss, because her dress is folded the wrong way. But I think that's still a theory that has never been proved.

Those talking about how different things are between games, show, etc. in the early days also need note that back then, they were handled by different people, and there was not much oversight or brand image concern. The kind of all-around standardization of product that is standard in large media properties or social media personalities today was not present or even common for something like a video game. Just look at how different Sonic comics/TV shows were across different companies. For a real dive, read about the writer for the cartoon for the first 5 years. He was a blackout drunk who only wrote when he couldn't fully remember if 1 + 1 = 2.

I'm too lazy to look for a screencap but iirc in one of the early games (either 1st or 2nd gen) there's an npc that mentions that the lines between human and pokemon were more blurred in the ancient past and that they would inter-marry so this shit isn't even a 'leak'.
