Of course there's the PC-98 E.V.O. game, but that doesn't offer interestingly detailed evolution mechanics the way the SNES one does. I guess there are a few simulation games that let you design creatures' bodies by part, like I dunno maybe Creatures or SimLife? Not sure. But that's not having YOU evolve. Maybe there's some mech game that mechanically mimics this by letting you gradually unlock more and more advanced and exotic parts for your walking robot, even though the theme has nothing to do with biology? But that's not gonna have the same feeling.

does this count as a remake? if so it might be the single non-cashgrab remake ever. they turned a truly bizarre piece of art that wasn't a good game but was a great piece of art into a good game.
I don't know how you would rationalize this into an actually good game without making the evolution part feel paper thin (I almost wrote "vestigial" instead of paper thin).
On topic, there's SimLife & SimEarth, Cubivore, and Jade Cocoon. Not retro, but there's also Niche and Thrive (both inspired by Spore), while Slime Rancher lets you create hybrid slimes with traits from both "parents." However, the hybrid can't combine any further, limiting how well it represents evolution. Note that a DRM-free version of Spore is currently available on GOG, although you do need to create & use an EA account for online features.

The mechanics are completely different between the two games, and the stories are very different as well, though many concepts are shared. You could call it a reimagining or something I guess.
