Yes, most of the time they're repairable. In the case of OP, with that many not working, there's a 98% chance they just need to be cleaned. Carts can just go kaput, but it's rare

It's already become the norm. That's why there are so many sites showing you how to replace batteries to keep old games running as well as ones that offer the exact batteries you need to do it. Annd that norm will keep growing as stuff keeps on getting older.

BUT I do see your perspective collectors who value condition over playability won't buy that stuff. But then again they're the kind that'll pay for a game sealed away in a plastic case while "officially graded." They're not gamers who want to play the actual vintage games. But vintage gamers already know that replacing batteries is the norm now. Even vintage consoles need battery replacements as well as stuff like old memory cards.

I have my original copy of Pokemon Silver that I'm refurbishing with a new case, label, and battery exactly because I care about its sentimental value more than its monetary value. I had tried to make the thing fit into my DS ages ago and since then it's been all cut up and hasn't held a save for the last fifteen years, I'm excited to bring it back to how it used to look.

Incorrect, not all GBA games used SRAM to save data. Some used EEPROM or Flash, which does not need a battery. N64 was like this too, in fact, the majority of N64 games that saved to the cart were not battery-backed SRAM.
