The rendering software wasn't quite there, monitors were CRT, and the computers were 16-bit.
When programmers figured out that pixelated backgrounds looked like shit and that linedrawn art like Sierra's looked like bad cartoons, they had this uncanny-valley stuff to work with.
so, some writers leaned into the uncanny valley to produce eldritch work. we also see it in Doom Quake Marathon even early Halo.

David Lynch was actually a fan of one of those weird games and was planning in working with the developers that made "Gadget: Past as Future" to help make a game of his own in 1998 called "Woodcutters From Fiery Ships" but the plans got scrapped.

People didn't worry about what worked or what was marketable, they just wanted to make whatever surreal shit they cooked up in their dreams/while high/whatever imagination they let run wild. The advent of CGI helped them put into media what lurked in the recesses of their mind. It was bizarre and wonderful to get hopped up on a concoction of hotsauce and shark testosterone and fight guitar battles with robots to get footage to make music videos and shit like that.
