They've been doing it since the 80s. The quality did improve with the arrival of the premium gashapon toys from Yujin. They were 200 yen each. Dark stalkers got 3 different releases, player 2Variants, felicia as a nun etc. These started in 1999 or so.

My girlfriend does competitive puzzling and is into collecting sets from all around the world. I convinced her to get some japanese SMW ones and they are a real marvel to look at. There's also some Super Mario RPG ones from the same makers that we're eyeing
