Super Famicom has better anime licensed games than Saturn and PS1.
What happened during the CD era? I can only think of GitS on PS1 being good. Jojo on Dreamcast if you want to include ports.

It's not the CD era but the 3D era.

I'll make it quick: most game franchises didn't successfully make the jump to 3d, specially not during the 32bits/64bits era.
The advantage 16bits consoles had was that they could have attractive enough 2d graphics (which could depict more of less faithfully the anime shows' characters) AND a large pool of proven successful gameplay formulas to take inspiration from.

For example, the game you posted (Ghost Sweeper Mikami) took A LOT of inspiration from the Valis: The Fantasm Soldier series (which was already a success by the time).
Anime licensed JRPGs took inspiration from already established franchises such as Dragon Quest and Final Fantasy, anime fighters from Street Fighter, etc. They didn't have to essentially reinvent the wheel or try to adapt to the third dimension in games.

Yeah I played these 3 DBZ games back in the 90s as I was/am a huge DB nerd.
Neither UB22 or Final Bout are as good as the 16bit games, even with the big rosters, the games are still not fun.
Legends is interesting because it's so different from any other DBZ game, that's the only one I liked from that era.
Hyper Dimension on SFC mogged them all though.

Also, the point still stands: the struggles anime games had in that era were mostly due to the pressure their publishers had to make 3d games (when 3d games were still in their infancy as far as consoles were concerned).

Not when it comes to anime licensed games. You can literally look up the Famicom and Super Famicom catalogs and you'll find games for basically ANY anime show you could think of. This unfortunately didn't happen in the 32bits/64bits era.

The lower production cost of CDs is only part of the equation. The development costs of anime licensed games in the 16bits (and specially the 8bits) eras were of course much lower than a game for the fucking Playstation.

It's easier to make 2d games. Nobody would consider these super Nintendo licenses games to be among the best on the console and this is largely true regardless of the era. Nothing special secondary (or even tertiary) adaptations.

Have you tried fucking playing them with some modicum of standards? You unironically recommended Ultimate Battle 22 and Final Bout despite both being considered kusoges even by people with nostalgia for them. UB22 sucks major ass, and Final Bout is a really slow and janky Butouden. Idainaru Densetsu is decent and the best 32-bit DBZ game but still not ideal, and Shin Butouden on Saturn is sadly not good.

To be honest, Gundam Endles Wing is one of the greatest non-arcade fighting games of any console.
