It wasn't a "mistake", the whole point was that you had to have both carts on you at once, so you couldn't rent one game one week then rent another. The most likely scenario is the user would have to own at least one of the games to unlock the rewards.

i think the original plan was to unlock cheat items or other super secret items/areas, but they simply never made them when Nintendo informed them that hardware revisions would make it not work for many N64 owners.

First of all, you realize people could rent more than one game at a time, right?
Second, if that was the case, they would have required the Transfer Pak to unlock some of the content.

I think they were just trying to do something crazy/unique but then the system specs changed which made it no longer viable.

IIRC there is some unused cutscene data on the cart of Kazooie where it seems to zoom in on seemingly nothing, but it's placement makes it very likely that it was to zoom on in where the Ice Key likely would have been stored. It feels likely it would have been for something bigger on the N64 if they could have done it, likely a special area or some kind of "complete" story like you could in the Oracle games.

You were supposed to bring the Ice Key into DK64, and they desired to connect more games like Perfect Dark, Conker and Jet Force Gemini. Probably each other game was supposed to get one Egg, with Tooie just getting the Ice Key and Blue/Pink eggs you saw at the end.
