It's more accurately an 8-bit system. Remember, its name in Japan is the PC-Engine. The whole idea of putting "16" into the name was an American thing.

It does look like a 16-bit game though, could pass for an early Mega Drive game. The NES version of Bonk's Adventure looks noticeably worse.

The Z80, the CPU in the Sega Master System and Colecovision, has 16-bit registers. Register size determines nothing, it's data bus size that matters. Both the SNES and PC Engine have 8-bit data buses.
