What is the best way to stream and record game play while playing on the original hardware, on a CRT?

There are ways, but a camera pointed at the CRT screen is going to give the most authentic image for the viewers. When you frame it correctly it will look very good.

Also you need not be looking at the particular CRT you're recording, you could do a dual CRT set-up with the output from a professional video monitor.

analog splitters won't add lag but digital ones might

retrotink 4k is the best upscaler but it is expensive. older ones like dvdo edge or iscan vp30 are probably good enough and you can usually find them used for less than $200

This, but playing it can be a nuisance at this angle. You'll want to have identical TVs with a splitter, or a parascope.

Obviously you'll need an A/V splitter which you can get cheap secondhand on eBay. Make sure it's a splitter and not a switcher, though, some places mislabel them.
If you just want to play 240p games then you could probably get by using an older A/V capturing device from someone like Hauppauge.
That being said RE2 resolution switches to 480i on PS1 for menuing and the GameCube version is 480i the whole time, so you'll probably want something with a quality deinterlacer.
Good affordable option: GBS-Control
More expensive but streamlined: RetroTINK-5X
Best but also wildly expensive: RetroTINK-4K (or maybe the cheaper CE)
Those will all output HDMI which you can route to a cheap capture device.
I use an EVGA XR1 for capture because I don't need 4K, and those go on sale often for cheap. Picked mine up for only $30.

After reading all of these, I think that I'm gonna go with the GBS-Control, and the EVGA XR1. I came into this thinking that I'd get whatever the best thing is, price is no object; but that Retrotink-4k is $750, and I can get the other two for just over $200.
