Is it known at all what the average development cost was for games in the 4th-6th gen? It seems like they weren't that expensive and biggest cost factor was having to pay for cartridges and memory since once the ps1 took off, good or bad, everyone was dumping their shit on that thing

RPG's were generally the most expensive cartridge games. Illusion of GAIA does come with a strategy guide, but the game is like a 16mb cartridge with battery back-up. I remember seeing Chrono Trigger and Final Fantasy III sold at $95.98 price tags.
