Late PS2 budget games seem to be particularly depressing because they're all from that window in time game development was transitioning to seventh gen and you weren't even getting a handful of decent bargain bin titles that you might have encountered on the PS1.

It always astounds me to see some people just played constant crap in their childhoods. I always told my relatives the games I wanted, which were pre-screened via rentals, friends and overall word of mouth. It was extremely rare to get a stinker, only happened once or twice.
