The driving is pretty shitty until you're very late in the game and get good cars. And you obviously don't shoot things in that game, so to make up for it most of the difficulty in the game comes in the form of shitty platforming and time limits.

Licensed game fans are a bizarre breed. They will tell you Turtles in Time is the best beat-em-up of the entire 16 bit era, when it's totally inferior to not only Streets of Rage and Final Fight, but also Hyperstone Heist on Genesis.

TMNT4 gets it doubly bad because it's a licensed game AND a Nintendo hype cycle game. So while consoles like Genesis and NES had legitimate hits built by word of mouth, the SNES was the first Nintendo console to heavily rely on a hype cycle were all the Nintendrones bought the same game every 3 months because Nintendo Power told them too, before spending the next 30 years calling whatever mediocre game they all played at the same time "The best X-genre game of the 16 bit era."

It depends on the IP holders. like looney tunes games definitely peaked in the 16 bit era. Disney you could make a case for 16 bit era or the ps1. Cartoon and Nick original shows definitely the 6th gen. Starwars as well. There were a lot of decent starwars games before the 6th gen but that's when they really hit their stride with battlefront, kotor, commandos ect
