Players expectations in JRPGs radically changed from the time MOTHER 2 came out; if they weren't already happy with smaller scale titles then they were probably absolutely wowed by the cinematic PS1 FF games, and if they wanted a tried and true experience with a fuck ton amount of content then they'd get Dragon Quest VII. Even with a massive retooling for GC it probably would have been seen as quaint next to FFX which launched in 2001 for PS2.

It was more than likely going to follow the same vibe of the gba version, but more focused on the post apochalypse/fall of civilization angle with ruins of the old world(Mother 2). It would have been unique at the time as far as jrpgs are concerned and I can't blame Itoi for wanting to try something different after two mostly identical games, so going more for a wild west like setting while having ruins from the 1990s world of the past game, was a fine enough way to do something new for the series.
