The PS2 was impossible to beat. It was the most hyped console ever, and the sequel to the biggest console ever. Every developer and player knew it was the easiest choice ever handed to them.

Dreamcast was always on a timer.Every month sega burned through money they couldn't replenish. Even if it was a success, it would never have seen ps2 numbers and sega would have dropped out anyway.
Sega Japan's on going internal conflict with Sega Usa is what did it in. It was doomed before it even hit stores.
