idk about that game but I want to make a ps1 or dc port/demo of deltarune, the latest chapters have a lot of effects that would require shaders or software rendering to replicate exactly though, the prophecy panels in particular. the parts where multiple of them are on screen at once are probably impossible

PS is easier, yes, but theoretically Saturn could do better 2D because of hw sprite support and larger VRAM. Saturn was designed primarily as a 2D system, with 3D tacked on at a last minute.
Objectively, though, Saturn is dead as a doornail - if somebody would do this port, a total of 5 people would buy it. On PSX it would be 10.

It's written in a high level baby language though, so you'd have to rewrite it all, no mater on what retro system you port it, and implement your own 2D engine.
