When I was 15 and 16 or so I went home every day at lunch to play Genesis MK2. For a while I could get up the ladder on one credit with anyone but Sub Zero was by far the easiest to beat Kintaro with. Eventually though because the AI was so predictable I would do challenges to do the regular ladder fights only using one attack button like low kick.

Yep. It's funny because the MK AI is very aggressive which I think catches people off guard, but it's also so limited and predictable that you can fo shit like that. It's not quite as braindead and boring but even just block then low punch gets through almost everything.

MK is awesome, but fighting games especially old ones are meant to be played with two people. AI, especially old AI on limited hardware can't come close to competing with a human. So even though it reacts to your inputs faster than any real opponent, once you learn where it's vulnerable it will never learn so you can do that over and over to win every time.

That's partly why I try to tell other fighting game players that doing single player once you have the basics of muscle memory down actually makes you worse but no one ever listens.

theres 2 "ai routines" for lack of a better term, depending on which character you pick. male ninjas for example, the jump back technique works. female ninjas though are part of the other ai routine group that operates differently and that trick doesnt work.

There's really been no improvement in fighting game AI, at least insofar as they even try to make fighting game AI opponents strong anymore. Beating "Hard" AI still comes down to finding the moves and spacings it reponds to in a punishable way. Most games just don't even bother without having any incentive to munch quarters.
