Dreamcast has never needed any mods to run homebrew, so there are comparatively more mature and easier to use SDKs and even game engines available for people to easily jump into developing homebrew or porting games than there are for many other similar consoles.

If everybody cared then they'd be working on it.
The fact is that anybody interested in playing games like FFX can already play it on every relevant console + PC.
The only people left porting it are hobbyists - and obviously they're going to gravitate towards things that haven't been done yet.
