The Saturn's drive is the same speed as the PSX's, so if you're initial loading a game/level/whatever where you're not in gameplay yet, its going to be about the same. Now where the Saturn has the advantage is streaming assets mid gameplay. That dedicated i/o cpu allows the Saturn to load assets without hammering the CPU, where the PSX may drop frames when needing to load stuff mid gameplay or out right throw up a "loading" prompt for a second, the Saturn is able to stream assets off the disc with near zero CPU usage.
