It was easy way to crank out a mainline RE game quickly and get current with dev for next gen systems.Development started in 2000 after CODE Veronica finished, the original Resident Evil 4 had permutated into Devil May Cry and RE0 on N64 was in a tail spin. CAPCOM received gamecube sdks and received a lot of dev support from Nintendo. There was a risk of no mainline Resident Evil titles for 3-4 years due to ballooning development complexity and the series loosing steam.Choosing RE1's to remake was a no brainer since the scenario was both pre baked and is basic bitch shit. Minimal characters to model, low boss/enemy modeling count both in terms of enemies on screen and variation of character models/environs, both characters fight the same bosses, in the same order, do the same puzzles, in the same places so no need for continuity oversight like RE2's zapping system. Full 3D was ditched early and the game was originally a 1:1 but mercifully they switched up a few things give it's gameplay it own flavor and play with 96s conventions.

They could have easily put them in a second cell down in the prison or shoved them in with the the other character, give them a line or two about Wesker capturing them, whatever. I guess adding a retarded looking Silent Hill reject and expanding the fan-favorite caves area took precedence.
