Did the era of Dreamcast sort of mark a peak in gaming?

I got one at launch and it was based. Sort of regretted later not holding out for a PS2 as it was a few years before I was able to get one but I wouldn't trade my Dreamcast memories for anything. And I did a lot of emulation on it much later down the line when that became a thing.
