I've heard that the Xbox guest was going to be Kasumi from Dead or Alive, but Tecmo backed out at the last second. Namco was already working with Spawn's creator to create Necrid, so they just asked if they could use Spawn as a substitute and his creator said yes.

It was an interesting idea, but doomed to fail. At that time, only Nintendo had popular IPs. Sony had a bunch of iconic third-party games, and Xbox was just starting to make a name for itself. Even today, I would say that the situation remains more or less the same.
