PS2 wasn’t powerful enough for Shenmue.
It would’ve been a similar case to Sonic Adventure 1/2 on the GameCube: enormous graphical downgrade to allow for even a semblance of the performance possible on original Dreamcast hardware.
With SA1/2, Sega didn’t care about graphical fidelity as much, but Shenmue’s identity was rooted in its presentation, so they refused to downgrade the game to PS2 standards just for extra sales.
It’s an honorable approach, albeit one that likely harmed them financially.
