GnG, like most arcade games, doesn't try to make a good faith effort to challenge the player. It's just trying to scam as many quarters out of your pockets as possible, and it preys on the stubborn and the addictive. So as a question of ethics, you could say that a game is "too difficult" when it's designed in a financially predatory manner.
That said, it's a 40 year old game that people still seem to enjoy, and it spawned a very successful and beloved franchise, even among those who saw through the obvious monetary scam. The game's difficulty is regarded as an iconic trait rather than a sore spot. So who knows? Maybe there is no such thing as too difficult.

i say 3 because i never found out if it's possible to get the shield in level 6, i always assumed it sent you back to level 5 because that's where you're supposed to get it but maybe that's not true

You can farm shields from the ghosts at the beginning of level 6 if you're desperate. They take so long to spawn that you'll probably lose a few lives to the timer running out at least 3-5 times.
There's also a chance to farm shields from one of the goblin dudes, but for whatever reason, I've ONLY seen a goblin carry an item if I allowed the dragon to chase me to that point. Otherwise it only drops high score point items. Maybe there's no correlation and I was just getting unlucky though. I didn't investigate too hard

also you can't really "farm" the goblins since they don't respawn, unlike the ghosts, so you're better off farming the ghosts or just getting the shield from an earlier stage and hanging onto it.
this will entail learning how to fight the satan in level 5 with the shield, but it's good practice because you're forced to do this in level 6 anyway.

It's pretty fair, but definitely requires a lot of practice and memorization to consistently clear it. The Red Arremers are absolutely the hardest part of the game (assuming you're playing one of the fairer revisions, and not the one which has two Pegasus enemies at the start of stage 6), and despawning the ones in stage 6 is probably the best option. I probably couldn't do it now, but I used to be able to multiloop it.
