Scorpion was just a palette swap to the developers so they cut him and added Kano since fans had complained that he was missing from MK2 as they did with Sonya which is why both returned. If you wanted a yellow ninja you had Cyrax.

Sub Zero is almost as popular but with him you have the original Sub Zero who was a pretty one note greedy assassin, even with a whole game of his own he doesn't have much going on. And then Sub Zero 2 he's just another generic hero. Sub Zeros popularity comes down to just being a blue ice ninja, which carries him far but not quite as far as Scorpion
