I grew up with this kind of trash. One thing that caught my attention is that some people are trying to create improved versions of these games. For example:

I remember trying to modify Jackie Chan's Action Kung Fu to create an improved version of Kung Fu Mari, but I abandoned the project very early on.

That would be an unlicensed game, not a bootleg. Here are some examples:
>Q-Boy (NES) (Chinese)
A platform game in which you control a little creature that can fire puffs of air at enemies and perform mid-air jumps.
>Koko Adventure (NEs) (Korean)
Another platform game in which you can choose between two characters. It's heavily inspired by Super Mario World.
>Tiny Toons 6 (NES) (Chinese)
This is an actual bootleg, but it's pretty good. It's a port of Tiny Toon Adventures: Babs' Big Break, with extra mechanics added.

It's a Mega Man clone in which you can stick to walls and dash.

There is no market for it. Even in the early 00's it would take an entire year for a middle class chinama to save up to afford a Famiclone.
There was no one to buy a brand release at retail price.

Bootlegs and romhacks cost less to produce and less to buy.
