Despite the fact that these games were presented as western/american games for international market (judging by the language, voice acting, character appearance, cultural setting). When I was little I had no idea that these were japanese games (until I saw the credits), but during the gameplay I noticed several details that indicated the fact that the game was made by non-westerners. The music had a completely different mood (rather adventurous or abstract, less percussive and stereotypical) from what I'd expect from typical western horror movie/videogame music that relies on tension and thrill, the art style is rather surreal (looks rather colorful and bright compared instead dark and gruesome or it's beyond otherwordly/psychedelic for western standards), while most american games are sort of "finish and forget" and shallow japanese games offer extra modes, replayability, unlockable items, plot branches/alternate scenarios. Japanese perception of the West quite differs from reality especially when they portray western characters, create the models/locations based on what they saw in the movies, when they write these awkward dialogues with out of place expressions which shows that japanese companies have a completely different approach to making videogames.
The fact that they have good gameplay is a dead giveaway.

One thing both of these games have in common is terrible voice acting. It is literally what they are known for. The genre of roguelikes was invented, defined, and refined, entirely by the West. Western RPG's pride and built themselves on path variance and diverse gameplay styles for maximum replayability. The main complaint about Western games is that they are often too complex and bogged down by mechanics while Japanese games strive for simpler games with easier "playability" (in your words, more shallow).You have a really bizarre, borderline alien view of game design. Yeah in the 2000s I had nothing but a shitty dial up and mommy refused to buy me video games so I was accustomed to bite sized old western adventure classics such as Alone in the Dark, Zak McKracken, Indiana Jones, Castle Wolfenstein, Sid Meier's Pirates, Atari's Adventure, DragonStomper, Ultima 7, Sword of Fargoal, and the likes. I also had played a few Japanese games on NES and SNES emus prior to those, I was fascinated by Zelda and Dragon Quest derrivative games, but after learning to use DosBox and CCS64 I grew bored quite soon. Also I played few Namco and Sega arcade games in my town. It was very obvious to me RE and SH were japanese made.

Controls are poor, camera view sucks, enemies are braindead, weapons have little variety, attacks have little to no impact and feedback, the mechanics are extremely one dimensional. Both Silent Hill and Resident Evil have terrible gameplay, but SH is the worse one. At least RE's weapons feel meaty.

Alone in the Dark gives off the dread that you did something wrong or wasted your resources on useless shit an hour ago. Can't say so about any RE game. Hell I'd say games like Rogue or Nethack are much better resource management horror games than any retro "survival" horror game.

Your only saving grace is having plenty of ammo and pick ups, which are necessary because you're fighting against enemies with guns, but these mechanics could be adopted by survival horror games well.
