Because anyone can just make a game and release it on PC.
With a console you need to get approval from Nintendo, Sony, etc. before you can release anything and you also don't expensive devkits or anything.

There's a much lower barrier of entry. Which allows for smaller budget projects with less mainstream appeal.

Anyone could make them without some license, specialty sdk, paying manufacturing costs to the companies who make the consoles, etc. And without those added costs you could sell less and still make money so games didn't have to appeal to everyone to make sure you sold as many copies as possible.

Real answer: console manufacturers had much tighter restrictions on what content could be included in their games, games on PC simply had more creative freedom. Those developers who wanted to make games that maybe didn't fit the restrictions of being a console game probably also had a stronger inclination towards more experimental game concepts as well. This was true both for Japan as well as western markets like USA and Europe.

On topic, Cyberia was a combination of a flight sim and a point and click while being crazy as fuck. Surprisingly not the weirdest, but its pretty fuckin wild. Apparently it did get a 360 release tho, so I guess it doesn't count.

Anyway, might as well bring up Die By the Sword was another awesome one, which actually did get a console sequel Draconus years later, but DbtS used the number pad for directional swinging which was cool as shit at the time, and predated shitty waggle controls by almost a decade.
