At any point they could've easily done a new Chrono game or a remaster, yet they didn't. I'm thinking either it was not as big of a success as the internet would have us believe, or the people in charge just don't want to do it for some weird reason. Maybe they feel like they would have to bring back people like Kato but don't want to, or maybe they just decided that it would be better to focus on a high budget remake of the other Horii + Toriyama RPG about kids doing time travel. It's definitely weird.

It's like when people ask why Capcom is not doing Mega Man or why Konami is not doing Castlevania when we all know those franchises are irrelevant for today's standards. Investors would be mad at companies focusing on those unless it's a classic collection here, pixel remaster there, these kinds of things.
