No, it isn't. The coin-op was based on the home versions by Ocean Software; Ocean owned the vidya rights to the IP and sub-licenced them to Data East, who in turn used the Ocean title as a template, with some ideas going the other way. The NES port borrows some elements, but is largely a unique game.

That's because affordable home consoles couldn't handle the heavily tweaked Caveman Ninja arcade board that the RoboCop 2 game ran on. It would have been dogshit.

I think the underlying problem is that the arcade games were bad. I had Ocean's Robocop 2 for the Commodore 64, and it was a big pile of shit. I lived on in the belief that the arcade version must have been better, but when I emulated it as an adult, it was also a big pile of shit, albeit with better graphics.
